- A notice of hearing is issued by the Secretary to the TDP after the matter is registered by the Secretary.
- Listing of cases
- When a notice of hearing is issued to disputing parties, a listing is made for the parties’ case to be heard by the Trade Dispute Panel.

- Alternative process (negotiations)
- Either of the disputing parties can write to the Panel when a notice is issued, requesting an extension period to allow negotiation.
- If negotiation is allowed, a written notice accepting extension period is issued by the Secretary of the TDP.
- If the parties are able to resolve the matter amicably, an agreement is signed and case proceeds to Step 7 {link to Step 7}
- If negotiations fail, the case proceeds to Step 3. {link to Step 3}
