Administration and Accounts Division
The Administration and Accounts Division is committed to delivering vibrant, effective, and efficient support services to the Ministry’s technical divisions, enabling them to successfully implement their planned activities.
To enhance productivity, we ensure the provision of appropriate technologies that streamline operations across all divisions. In fulfilling our mandated responsibilities, we strive to maintain a customer-friendly environment that supports both internal and external stakeholders.
We are dedicated to recruiting the right number of qualified personnel for the Ministry—including within our own division—and to ensuring their well-being and professional development.
While financial constraints may arise, we will closely monitor expenditures to ensure alignment with the Ministry’s annual budget allocations. As a service arm of the government, we uphold the principle that the government’s priorities take precedence over all other interests within the Ministry.
Core Functions of the Administration and Accounts Division
The Administration and Accounts Division plays a critical role in supporting the Ministry through two key functional areas: Administration and Accounts, with the growing importance of Information Technology support services.
The Administration Unit is responsible for delivering efficient and effective corporate support services across the Ministry. Its core functions include:
Implementing government policies within the Ministry and ensuring each division receives the necessary logistical support to achieve their objectives.
Coordinating the preparation of the Ministry's staffing establishment in collaboration with the Ministry of Public Service.
Ensuring compliance with the General Orders and enforcing discipline where required.
Overseeing staff welfare, including promotions, disciplinary actions, probation, confirmations, and other human resource matters.
Managing the Ministry’s planning processes and maintaining strong linkages with relevant stakeholders to ensure effective coordination.
The Accounts Unit is tasked with ensuring transparency, accountability, and compliance with Solomon Islands laws and accepted accounting standards. Its responsibilities include:
Applying proper financial procedures in line with Financial Instructions, General Orders, and Stores Requisition processes.
Managing and controlling all source documents and records related to financial transactions.
Liaising with the Ministry of Finance and Treasury, the Budget Unit, and the Office of the Auditor General on all financial management matters, as well as engaging with other government agencies and statutory bodies as needed.
The division also supports the Ministry’s operations through Information Technology, ensuring the provision and maintenance of reliable systems and infrastructure that enhance service delivery and operational efficiency across all divisions.

The Headquarters and Corporate Services Division is responsible for delivering human resource, administrative, and financial management services to the Ministry of Commerce, Industry, Labour and Immigration.
The Division is headed by the Deputy Secretary for Administration and Planning (DSAP), who reports directly to the Permanent Secretary.
