The Consumer Affairs and Price Control Division is part of the Ministry of Commerce, Industries, Labour and Immigration. The Division is made up of two key units: the Consumer Affairs Unit and the Price Control Unit.

The Consumer Affairs and Price Control Division is a vital part of the Ministry of Commerce, Industries, Labour and Immigration (MCILI). It comprises two key units:
Consumer Affairs Unit
Price Control Unit
The Division is mandated to protect the rights and interests of consumers in the Solomon Islands, and to support a fair, transparent, and efficient marketplace. This is done through the enforcement of key legislation, public education, policy advice, and collaboration with stakeholders across government, private sector, and civil society.
Consumer protection is a matter of national importance. The Division operates under the following laws and regulations:
Consumer Protection Act (No. 2 of 1995)
Price Control Act (No. 6 of 1982)
Weights and Measures Act (No. 12 of 1973)
Consumer Protection (Approved Standards for Restricted Electrical Products) Regulations 2016

These legal instruments are designed to protect consumers from unfair practices, hazardous products, and misleading information. They also promote transparency in trade measurement, product safety, fair pricing, and redress for grievances.
The Division’s core responsibilities align with its legislative mandate and include the following:
Providing public awareness campaigns and educational programs on consumer rights and responsibilities, complaint procedures, food safety, environmental issues, product standards, and trader obligations.
Receiving and investigating consumer complaints, mediating disputes, and facilitating redress. Where necessary, matters may be escalated to legal proceedings or enforcement actions.
Inspecting, calibrating, and certifying measuring instruments (e.g., weighing scales) used in trade to ensure accuracy and compliance with national standards.
Assisting Honiara City Council Health Officers and provincial inspectors with shop inspections to ensure food and product safety in accordance with the Pure Food Act and related regulations.
The Division also implements Minimum Energy Performance Standards and Labelling (MEPSL) for restricted electrical products (e.g., refrigerators, air conditioners, light bulbs).
Monitoring and regulating prices of goods and services listed in Schedule 1 of the Price Control Act Order 2014, and providing recommendations to the Minister through the Price Advisory Committee.
Investigating breaches of consumer laws and regulations and taking legal action where necessary. Penalties, including fines, may be imposed to ensure accountability and compliance.
Protect the rights and legitimate interests of consumers, including safety, fair pricing, accurate weights and measures, product quality, and access to redress.
Establish and advise on national standards for measurements and codes of practice in line with international benchmarks.
Promote social justice through consumer and trader education regarding their rights and obligations.
Eliminate hazardous goods and services from the marketplace.
Advocate for consumer perspectives in legislation, regulations, and domestic policy.
Encourage innovation, competition, and expanded consumer choice.
Represent Solomon Islands consumers at national, regional, and international forums.
